The project - stage 2

In May 2010 we traveled to Madagascar again to get the construction going. First of all, the question of ownership of the land had to be clarified - with the help of Father Zocco SJ this was done despite the extremely complicated procedures in Madagascar and the incomplete cadastral documentation.

Now it was still a matter of obtaining the building permit, which is issued by the local administration, the head of the Fokotany.

The plans, stamped by the Ministry of Education and the Ministry of the Interior, were initially viewed skeptically by the head of the Fokotany and the prospect of a long examination was announced. During a private meeting, the lady then described to me her concerns about the construction and restoration of the road connection between the national road and the village. This leads over the dykes between the rice fields and at one point the dyke was so destroyed that the gap could only be closed with a bridge of about 10m in length.

However, the provincial government did not give any money for this. I am now also very interested in the connection, what can I do?

After they gave me the budget of 2 million ares. mentioned, I asked "our" contractor to look at the circumstances and make me a binding offer.



3 hours later I have the order for 1 million ares. granted, Private Public Partnership in Malagasy, and handed over the construction sum directly with the episcopal vicar general as "notary".

The next day I was able to receive the building permit for the school building.

The construction preparations began immediately and - as planned - 2 days before our return journey, after the exact date had been set and the ancestors had been questioned by the village elders, the foundation stone was laid again with a big celebration with all the villagers.
